The Winthrop School Committee has presented the Winthrop Teachers Association (WTA) with what it believes to be a fair and sustainable settlement agreement and is requesting that it be brought forward to union membership for consideration.
Since May 2025, the School Committee and the WTA have met consistently in an effort to reach an agreement that supports staff while protecting the long-term financial stability of the district.
Throughout negotiations, the Committee has remained focused on four priorities:
Providing competitive increases for staff
Upholding the commitment made to taxpayers through the Town’s recent override investment
Preserving current staffing levels, programs, and student services
Ensuring long-term financial sustainability
The Committee’s proposal reflects a significant investment in total compensation, including both salary and benefits, and aligns with cost-of-living trends and benefit structures across the Commonwealth and peer districts.
In developing this proposal, the School Committee directly responded to key priorities identified by the WTA, including paid parental leave, improved ESP compensation, and increased wages for veteran educators. Multiple compensation models were presented to maximize educator take-home pay within the district’s financial constraints.
Throughout negotiations the Committee has evaluated the proposals against clear and consistent criteria including their:
Impact on staffing, programs and student services
Total financial impact over the length of the contract and beyond
Long-term sustainability within the district’s budget
Alignment with peer districts
The School Committee emphasized that while many proposals put forward during negotiations are well-intentioned, they are not all financially viable. Further increases beyond the current proposal would require reductions to staffing, cuts to student programs, and/or the erosion of the district’s long-term financial stability.
Following multiple rounds of proposals and counterproposals, including a comprehensive WTA proposal on March 4, the Committee’s counterproposal on March 18, and continued negotiations on March 25, the School Committee has reached the maximum level of investment that can be sustained without impacting staffing, programs, or services.
“The Committee has put forward a proposal that is both competitive and responsible,” said Layne Petrie, Chair of the Winthrop School Committee “At this point, the path forward requires serious consideration of what is sustainable for our schools, our staff and our community.”
The School Committee requested to meet with the WTA during a special session to present this final counterproposal on Wednesday, April 8 , but the invitation was declined. The Committee instead formally requested that its proposal be presented to WTA membership in a letter submitted to the WTA bargaining committee on April 14.
The Committee remains ready to finalize an agreement and looks forward to continued collaboration, but will not support an unsustainable contract that would require significant budget cuts or compromise the district’s ability to meet its legal obligations under state and federal education standards.
