In his report to the town council this week, Town Manager Tony Marino provided updates on the Fiscal Year 2026 budget process as well as ongoing union negotiations.
“Departmental budget reviews with the Finance Commission continue through the month of May,” Marino stated. “The department heads have been doing a great job highlighting their accomplishments and answering questions from the Finance Commission members. We are looking forward to FY26 budget approval by the Town Council in June.”
In addition, Marino stated that a draft of the town’s hazard mitigation plan will be presented to the Town Council at the next meeting on May 20.
“Representatives from the Hazard Mitigation Plan team as well as MAPC (Metropolitan Area Planning Council) will be on hand to answer questions,” stated Marino. “There will also be another public meeting scheduled at a later date before the plan is finalized.”
Marino said the town has been working with MassDOT and the contractor on the Revere Street TIP (Transportation Improvement Program) state-funded project to improve road conditions and get the temporary binder coat down as soon as possible.
“Shallow road utilities and layers of unsuitable material have slowed progress and we are thankful for everyone’s patience as we work to complete this important project for the Town of Winthrop,” Marino stated in his report.
In other business, Marino said the town received nine submissions from its Request for Qualifications to hire an owner’s project manager for the new fire station building project. Marino said he will work with the fire station building committee to grade the submissions and select three finalists for interviews.
Marino thanked the Winthrop Foundation for approving the town’s request for funds to improve the baseball field at Ingleside Park to be used for softball and other baseball uses.
“This will be a skinned field with a removable mound that can be used by numerous baseball and softball teams in town,” Marino said. “This will be the future home of our High School Girls Softball Team.”
Lastly, Marino stated that negotiations with several town unions are continuing.
“We hope to have these contracts finalized before the end of the fiscal year on June 30,” he stated.
