Police Blotter 10-29-2020

The following incident reports are among the calls to which the Winthrop Police Department responded on the listed dates:

Tuesday, Oct. 13

1058: An officer responded to a report of a disturbance between neighbors on Bowdoin St. involving a parking space. The neighbors came to an agreement and the officer restored the peace.

1125: DPW traffic cones were stolen from the area of road work in the 500 block of Shirley St. The tires of three motor vehicles were damaged.

1454: An officer served a Shirley St. resident with a notice from the Registry of Motor Vehicles suspending the resident’s license forthwith for the reason of being an immediate threat.

1539: A caller reported that she struck the DPW fence, damaging her motor vehicle (MV) and the fence, while coming out of the Ft. Banks School.

1735: A resident reported that someone had hacked into her PayPal account and spent $250.00.

1813: A resident came into the station to report that a fraudulent unemployment claim had been filed under her name.

2337: An officer stopped a motor vehicle (MV) on Shore Drive and when it was determined that the operator did not have a valid license, a licensed operator came on the scene to take control of the MV.

Wednesday, Oct. 14

0957: An officer was flagged down at the public landing and was informed that there had been a minor motor vehicle accident (MVA). The officer assisted the parties with the exchange of papers.

0959: An officer stopped a MV in the 200 block of Washington Ave. and arrested Magno J. Oliveira-Santos, 38, of 69 Undine Ave., on an outstanding warrant and for the criminal offenses of illegal possession of a Class B controlled narcotic substance and unlicensed operation of a MV. The officer also cited him for the civil motor vehicle infractions of a number plate violation and failing to notify the Registry of a change of address.

1044: A caller in the 200 block of Winthrop St. reported that a small dog was wandering in the street. The owner came to retrieve the dog.

1416: A caller reported that a group of youths was playing at Ingleside Park without masks. The officer directed them to wear masks.

1529: A resident came into the station to report being the victim of a larceny by check in the amount of almost $6000.

1546: A resident came into the station to report that a fraudulent unemployment claim had been made using his identity. He was advised to file a report with the state identity theft website.

1610: A resident came into the station to report that a person saying he was with the Social Security office had called to advise him that his Social Security number was being used in Texas. The officer advised the resident that Social Security does not call persons on the phone, but does so by certified mail. The resident said he had not given the calling party any personal information.

1642: A resident who reported that her upstairs neighbor’s children were running around and shaking her ceiling was advised to contact her landlord.

1817: A resident who reported that she has been receiving phone calls from an -846 number informing her that she needs to contact the IRS was advised that this is a fraudulent phone call.

Thursday, Oct. 15

0000: An officer stopped a motor vehicle (MV) on Revere St. for the civil motor vehicle infraction (CMVI) of defective equipment (plate light violation). The officer gave a verbal warning to the operator.

1257: A resident reported that she had received a phone call with an -846 number informing her that there is activity on her bank account and that there is a warrant for her arrest. She did not give out any personal information and the officer informed her that the local phone number had been “spoofed” from another location in the country.

1442: A resident came into the station to report that her identity had been used to file a fraudulent unemployment claim.

1531: An officer directed the owner of a MV parked on the sidewalk on Circuit Rd. to move his MV.

1537: An officer stopped a MV with an expired registration on Main St. The officer directed the operator, who said she was unaware of the expired status, to move the MV onto private property and gave her a verbal warning.

1629: A caller reported finding drug paraphernalia near a building on Bowdoin St. An officer retrieved the material and brought it back to the station for proper disposal.

1812: An officer responded to a report of a disturbance between a landscaper and his client regarding payment. The officer advised the parties that this is a civil   matter.

1908: An officer stopped a motor vehicle (MV) on Pleasant St. for a civil motor vehicle infraction (CMVI) and gave a verbal warning to the operator.

1918: The Animal Control Officer advised three persons with their dogs off their leashes at Ingleside Park of the town’s leash by-law.

2045: An officer dispersed persons in two motor vehicles from the area of Halford Beach.

2058: An officer stopped a motor vehicle (MV) at Shore Drive and Beacon St. for a civil motor vehicle infraction (CMVI) and gave a verbal warning to the operator.

2110: An officer stopped a motor vehicle (MV) at Main and Hermon Sts. for the civil motor vehicle infraction (CMVI) of not having his headlights on. The operator turned on his lights and the officer gave him a verbal warning.

Friday, Oct. 16

0012: An officer stopped a motor vehicle (MV) at Main and Hermon Sts. for the civil motor vehicle infraction (CMVI) of speeding. The officer gave a verbal warning to the operator.

0030: An officer stopped a motor vehicle (MV) at Main St. and Sunset Rd. for a civil motor vehicle infraction (CMVI). The officer gave a verbal warning to the operator.

0038: An officer stopped a motor vehicle (MV) on Main St. for the civil motor vehicle infraction (CMVI) of a marked lanes violation. The officer gave a verbal warning to the operator.

0059: An officer stopped a motor vehicle (MV) at Main and Pleasant Sts. for the civil motor vehicle infraction (CMVI) of a red light violation. The officer gave a verbal warning to the operator.

1304: A person came into the station to request a harassment prevention restraining order pursuant to c. 258E against a counter-protester at the previous day’s political demonstration. The person was informed that such orders must be obtained directly from the court during regular court orders or on an emergency basis after hours. (Ed. Note: In addition, there must be three separate incidents in order for a person to obtain a 258E order).The party was advised that he could fill out a victim form to determine whether  the incident on its own amounted to criminal harassment, but the party stormed out of the station.

1913: An officer assisted the parties with the exchange of papers on Shore Drive after a minor MVA on Shirley St.

Saturday, Oct. 17

1003: A resident came into the station that her identity had been used fraudulently in an attempt to obtain unemployment benefits.

1134: Another resident came into the station that his identity had been used fraudulently in an attempt to obtain unemployment benefits.

1238: An officer stopped a motor vehicle (MV) at Winthrop and Centre Sts. for a civil motor vehicle infraction (CMVI). The officer gave a verbal warning to the operator.

1714: An officer stopped a motor vehicle (MV) in the 500 block of Pleasant St. for a civil motor vehicle infraction (CMVI). The officer gave a verbal warning to the operator.

1924: A resident came to the station to report the theft of a motor vehicle registration plate.

Sunday, Oct. 18

0015: An officer stopped a MV on Revere St. because of a registration issue. The officer directed the operator, who is a new resident to the town, to move his MV onto private property and to resolve the registration issue.

0222: An officer dispersed a MV from the parking lot at Short Beach and gave the parties a trespass warning.

0936: A resident came to the station to report that her identity had been used to file a fraudulent unemployment claim.

2128: An officer stopped a motor vehicle (MV) at Main and Marshall Sts. for the civil motor vehicle infraction (CMVI) of speeding. The officer gave a verbal warning to the operator.
