Police Blotter 06-25-2020

The following are among the calls to which the Winthrop Police Dept. responded during the week of June 8-14.

Monday, June 8

1031: A Payson St. resident came into the station to report that two of the tires on her motor vehicle (MV) had been slashed overnight. The officer will file a report.

1219: An officer retrieved a syringe that had been found in a barrel at the town cemetery on Madison Ave. by a DPW worker. 

1229: A resident came into the station to report an identity theft. The officer will file a report.

1247: A Governor’s Park resident reported an ongoing issue regarding noise being made by an upstairs neighbor. The officer spoke to both parties and they agreed to quiet things down for the day.

1442: A Payson St. resident reported that two windows on her MV had been damaged.

2243: An officer dispersed two persons who were at Hannaford Park and advised them that the park is closed after dark.

2251: An officer stopped a MV on Crest Ave. for the civil motor vehicle infraction (CMVI) of a headlight violation. 

2304: An officer stopped a MV on Main St. for the civil motor vehicle infraction (CMVI) of a headlight violation and gave a verbal warning to the operator.

2318: An officer stopped a MV at Shirley and Cross Sts. for the civil motor vehicle infraction (CMVI) of speeding and gave a verbal warning to the operator.

2343: An officer directed a group of persons playing music loudly at the Public Landing to turn down the volume.

Tuesday, June 9

1047: Officers who were executing a search warrant after a lengthy drug investigation arrested two Grand View Ave. residents: Nicholas Vaccaro, 26, of 146 Grand View Ave., on charges of trafficking in more than 10 grams of fentanyl, trafficking in 36-100 grams of cocaine, carrying a dangerous weapon, and illegal possession of a Class D controlled substance with intent to distribute, and Dylan Regan, 20, of 146 Grand View Ave. on a charge of possession of a Class B controlled narcotic substance with intent to distribute. 

1205: A person came into the station to report that his motor vehicle (MV) had been stolen.

1401: A Beal St. resident reported that a motor vehicle (MV), described by the victim as an orange Dodge, had struck a wall in front of her home and fled the scene. Officers searched the town for the hit-and-run Dodge, but were unable to locate it.

1511: An officer stopped a MV on Main St. for the civil motor vehicle infraction (CMVI) of speeding (45 mph in a 30 zone) and issued a citation to the operator. The officer, who was familiar with the operator, once again warned the operator, who has moved here from out-of-state, that he must obtain a Massachusetts license.

1532: An officer stopped a MV in the 1000 block of Shirley St. for the civil motor vehicle infraction (CMVI) of failing to stop for a stop sign. The officer issued a citation to the operator.

1746: An officer stopped a MV on Main St. for the civil motor vehicle infraction (CMVI) of speeding and gave a verbal warning to the operator.

1954: An officer stopped a MV on Shirley St. at Yirrell Beach for various civil motor vehicle infractions (CMVI). The officer issued a citation to the operator.

2024: An officer stopped a MV on Pleasant St. at Main St. because the plates were registered to another MV and the operator had not completed the appropriate paperwork to register and insure the new MV. The MV was towed and the officer issued a citation to the operator for the criminal charges of operating a motor vehicle with a registration revoked for insurance cancellation and attaching plates. The officer also cited him for the CMVI of operating an unregistered MV.

2124: A Walden St. resident reported that her MV had been struck by a hit-and-run operator while she was parked on Atlantic Ave. The officer will investigate and file a report.

Wednesday, June 10

0030: An officer dispersed a group of youths who were playing basketball on the Walden St. courts.

0056: An officer stopped a MV on Main St. for the civil motor vehicle infraction (CMVI) of speeding and gave a verbal warning to the operator.

0141: An officer stopped a MV on Washington Ave. at the Elks for a civil motor vehicle infraction (CMVI) and gave a verbal warning to the operator.

0450: An officer responded to a report of four youths assaulting an older gentleman at the 7-11 on Revere St. The officer brought one juvenile to the station and his mother was called. The juvenile became sick to his stomach before she arrived and he was transported to the MGH.

0953: An officer once again responded to a report of a noise disturbance involving neighbors in a building at Governor’ Drive. The officer spoke to both parties.

1213: A resident reported a case of identity theft. An officer will file a report.

1723: The resident who reported on Tuesday that her MV had been struck by a hit-and-run operator called to report that she had located the suspect and he admitted to the accident. An officer responded and spoke to the parties.

1900: An officer stopped a MV on Beal St. at Main St. for the civil motor vehicle infraction (CMVI) of inoperable brake lights. The officer directed the operator to drive home forthwith.

1929: An officer stopped a MV on Grand View Ave. and arrested the operator, Shkamb Roka, 27, of 300 Governor’s Drive, on a charge of operating a MV after his right to operate had been suspended. A fried with a valid license took control of the MV.

2013: Officers responded to a fire on Banks St. and assisted with traffic control and the evacuation residents from nearby homes.

2357: An officer directed persons playing music loudly in their motor vehicle at the 7-11 on Revere St. to turn down their music. The group left for the evening.

Thursday, June 11

0841: An officer stopped a MV on Terrace Ave. The officer issued a citation to the operator for the criminal charge of operating a MV with a registration revoked for insurance cancellation and gave the operator a verbal warning for a civil motor vehicle infraction. The MV was towed.

1153: Officers responded to a report of a disturbance being caused by a customer at a local beauty salon. The customer was informed that she needs to make an appointment in order to obtain hair salon services.

1405: An officer assisted the Fire Department with opening the doors of a MV in which a one year-old child had been locked-in on Washington Ave.

1410: Officers responded to a report of an assault on Bowdoin St. An officer stood by while one of the parties, who indicated that he was departing the premises to go to Maine, packed up his belongings.

1455: An officer stopped a MV on Tafts Ave. for the civil motor vehicle infraction (CMVI) of speeding and gave a verbal warning to the operator.

1510: An officer stopped a MV in the 400 block of Winthrop St. for the civil motor vehicle infraction (CMVI) of making a left turn where prohibited. The officer also determined that the operator did not have the proper class of license to be operating a taxi. The officer gave a verbal warning to the operator and directed him to straighten out the license issue with the taxi company.

1623: An officer responded to a report of three persons fishing and making loud noise at Seal Harbor. However, it was not made clear whether the fishermen were on public or private property. The condo association will have to look into the situation.

1800: A resident came into the station to report a case of identity theft in which a claim for unemployment was filed fraudulently using his personal information. The officer will file a report.

1908: Officers responded to a three-car MVA in the area of 419 Revere St. State police assisted with shutting down the Winthrop Parkway. All three MVs were towed and a female party was transported to the MGH. One of the MV operators was cited for the civil motor vehicle infraction of a marked lanes violation.

Friday, June 12

0837: The Animal Control Officer responded to a report of an injured raccoon on Edgehill Rd. However, the raccoon fled the scene when the officer arrived.

0900: The Animal Control Officer located and returned a small, older dog that is deaf and blind and that had been reported missing by its owner on Grand View Ave.

1100: The Animal Control Officer assisted a Trident Ave. resident with the removal of a bird that was in the main hallway of the building.

1110: An officer issued a parking ticket to a MV parked illegally on Ocean Ave. at Shore Drive.

1114: An officer issued a parking ticket to a MV parked illegally on Trident Ave. at Shore Drive. The owner of the MV had received previous warnings.

1229: A resident came into the station to report the larceny of a package. The officer will file a report.

1540: The owner of a MV with an expired registration that was parked on Perkins St. was directed to move the MV onto private property.

1626: Officers responded to what initially was a report of a minor MVA on Revere St. in which one of the parties was irate. However, upon arrival the officers discovered that there had not been an accident, but that a female party allegedly had engaged in a case of road rage and then caused damage to the other person’s MV. The female will be issued a summons for the appropriate criminal charges.

1736: An officer stopped a MV near the Public Landing for the civil motor vehicle infraction (CMVI) of impeded operation and gave a verbal warning to the operator.

1758: Officers responded to a MVA on Franklin St. Both vehicles were towed from the scene and one of the operators was injured, but refused medical attention. The officer will file a report.

1948: An officer stopped a MV on Revere St. for a civil motor vehicle infraction (CMVI) and gave a verbal warning to the operator. who was unfamiliar with the area.

2048: Officers responded to a report of loud music at Halford Beach. The officer spoke to the parties, who agreed to move.

2100: An officer dispersed a group from Hannaford Park.

2204: A MV that had been reported as stolen out of Boston was recovered on Crest Ave. The officers arrested Jazlyn Sol-Ines Otero, 18, of Malden, on charges of receiving a stolen MV and unlicensed operation of a MV. She also was cited for being a person under the age of 21 in possession of less than one ounce of marijuana.

Saturday, June 13

0019: An officer stopped a MV on Revere St. near the 7-11 that had been reported as stolen. The officer arrested two persons: Lex Chamblin, 22, of Malden, on a charge of receiving a stolen MV, and Darryn Paulpierre-King, 20, of Lowell, on charges of receiving a stolen MV and operating a MV with a suspended license.

0021: Officers directed a group causing a noise disturbance behind the Nautilus Apartments to shut it down for the night.

0057: An officer responded to a report of a resident making loud noises in the Executive Apartments on Veterans Rd. The officer restored the peace.

0606: A person mowing the lawn at the Golf Club was informed of the town’s noise ordinance and that fines will follow.

0718: A Governor’s Park resident reported that his bicycle had been stolen. The officer will file a report.

0820: An officer issued a parking ticket for a MV blocking a driveway on Sunset Rd.

0849: An officer directed a MV owner whose MV was blocking a driveway on Whittier St. to move the MV.

1052: A missing handicapped sign at the Winthrop Y.C. was reported to the DPW.

1503: Officers responded to a landlord-tenant dispute on Trident Ave. and restored the peace.

1655: A person came into the station to report that her identity had been used to apply for unemployment benefits. An officer will file a report. 

2115: Officers dispersed a group of teens who were being loud and not social-distancing at a Quincy Ave. address.

2134: An officer assisted the parties with the exchange of papers at a minor, fender-bender accident at the Public Landing boat ramp.

2300: An officer stopped a MV on Veterans Rd. and issued a citation to the operator for the civil motor vehicle infractions (CMVI) of speeding, a marked lanes violation, and a stop sign violation.

Sunday, June 14

0016: An officer directed a person playing basketball at the courts on Walden St. to cease doing so for the night.

0034: An officer directed loud music to be turned down at a party on Myrtle Ave.

1332: An officer responded to a report of a cat being struck by a MV on Plummer Ave. The owner transported the cat to the animal hospital.

1613: An officer issued a parking ticket to a MV parked the wrong way and impeding traffic on Undine Ave.

1825: A Bates Ave. resident reported that a pit bull was running loose in the neighborhood. However, the resident was informed that the Animal Control Officer was not on duty and officers do not respond to those calls.

1907: A German Shepherd running loose with no collar was reported on Shore Drive. The matter will be referred to the Animal Control Officer.

2031: Officers responded to reports of youths making small bonfires on Yirrell Beach and at Pratt and Otis. The Fire Dept. responded and put out the fires. 2035: An officer stopped a MV at Shirley and Sturgis Sts. for a civil motor vehicle infraction (CMVI) and gave a verbal warning to the operator
