Winthrop Man Accused of Exposing himself Inside the Public Library

Winthrop Police Chief Terence Delehanty announced this week that an alleged dangerous sexual predator has been taken into custody and removed from the community thanks to the bravery of two young girls and solid police work that led to his capture and arrest.

According to police reports about the crime and investigation that followed, Steven Stacy 48, of 429 Winthrop Street was arrested and charged with the felony charge of Open and Gross Lewdness and was held on $15,000.00 cash bail last week, following a report that he exposed himself to two young girls on Tuesday, June 21 at the Winthrop Public Library.

The suspect was observed by one of the two children with his pants down around his ankles. The children then ran from the library and reported the incident to their parents who notified police.

Lieutenant Detective Brian Perrin, Detective Dennis Hickey and Officer Ferucio Romeo responded to investigate. The library was searched, but the suspect was not found in the area at that time. “Officers, after interviewing the young victims developed a possible suspect due to past arrests for similar sex related offenses,” said Chief Delehanty in his statement. “Library staff were advised to contact Winthrop Police, should the suspect return. On June 22, an alert library staff observed Steven Stacy in the same area as the incident the day prior and immediately contacted police.”

According to Delehanty, Lieutenant Perrin and Officer Romeo responded to the library again, where they observed Stacy sitting at a computer and he appeared to be zippering his pants as officers approached. Off-duty Detective Judy Racow responded to assist as she was in the area.

“Lieutenant Perrin and Officer Romeo interviewed Stacy who admitted not only to this crime but alerted officers to his disturbing behavior of peering into windows of houses that had young female children, late at night while masturbating,” said Delehanty.

Lieutenant Perrin praised the actions of the young victims and their assistance with the eventual capture of the suspect.
